Back in 1991 I did a similar experiment. In the end, in order to fit a lot of things onto one floppy disk, I used the Command.com from dos 3.31 (5.0 and the like could probably be used too) after removing the version check.
As for other software, the easy method is of course the virtual disk approach that everyone is using.
