我发现大家做的DOS盘都不带这个文件。ROM-DOS的原装盘也不含它。
文件比较命令 fc.exe 去掉了版本检测限制, 从win98的安装包提取出来的，其实不修改也能在7.1下运行。
改了以后在任何版本下都可以。
新手注意，比较文件要加参数 /b
fc/b 1.bin 2.bin

I found that the DOS disks made by everyone do not have this file. The original ROM-DOS disk also does not contain it.
The file comparison command fc.exe has removed the version check restriction, extracted from the win98 installation package. Actually, it can run under 7.1 without modification.
After modification, it can be used under any version.
Newcomers, please note that you need to add the parameter /b when comparing files
