I copied an XCOPY command from a WINXP folder onto a boot disk, but under pure DOS it says it can't be used. It says this can't be used under pure DOS. What's going on?

The XCOPY in the WinXP folder is not the DOS version of XCOPY, but the Win32 version, so of course it can't be used under pure DOS.
If you want to use XCOPY under pure DOS, use the DOS version of the XCOPY command.
If you want to use XCOPY under pure DOS, use the DOS version of the XCOPY command.
