Under DOS, enter the Win98 installation disc and run setup, then follow the prompts. It's the same as installing under Windows.
For example, if your Win98 installation directory is pwin98 on drive D, you can do it like this:
c:\>d:
d:\>cd pwin98
d:\pwin98>setup
