I want to reinstall the system, but after booting with an MS-DOS 7.1 startup floppy, I can't format c: on a disk in NTFS format. Is this because of the boot disk? It says there that it cannot format a network disk. How should I format it, or which boot disk software should I download to make a startup disk? Thanks.

DOS does not recognize the NTFS partition format, so it cannot format it. You have to use PQMAGIC or something similar to convert the NTFS partition to a FAT32 partition before DOS can access and operate on it.
WINNT was originally an operating system developed for enterprises, with more emphasis on stability and security. If you could see everything just by using a DOS boot disk, then wouldn't it become completely worthless? So Microsoft never added support for the NTFS partition format in DOS.

Make a virtual floppy, boot it, and run format C: then it'll be OK.
