IO。SYS needs to be copied into specific sectors on the floppy; just copying it over is not enough. Use SYS。COM to make a boot disk.
MSDOS really only needs these 3 files to boot.

For DOS systems like PC-DOS, ROM-DOS, and PTS-DOS, the three required files are IBMBIO.COM, IBMDOS.COM, and COMMAND.COM.
