A floppy disk's capacity is too small, there's no way it can hold a complete set of WIN98. Even the slimmed-down WIN98 versions booted from CD nowadays have to rely on creating a virtual disk of dozens of MB in memory to stay on and write various temporary files.

If I remember correctly, a floppy disk can install the Win98 system. Because the old machines used to be installed with floppy disks. Looking at it now, the speed is way too slow, and managing it is also extremely annoying. I suggest you just buy a CD-ROM drive for your machine~
