It is very likely that there are no system files! Format a floppy disk under the C drive of DOS: C:\FORMAT A:/S, and then copy the GHOST file to make a CD, and give it a try!

The method is very simple. You load himem.sys, emm386.exe, smartdrv.exe and the CD-ROM program in config.sys. Set your CD-ROM as drive Z in autoexec.bat. Then you shouldn't make wrong paths. Then you should be able to start Ghost.
