If it's a floppy disk, just put it in the floppy drive; if it's a CD, just put it in the CD-ROM drive.
When your system won't start up, you can use it to boot the machine.

Maybe you mean a boot disk image file.
Just use software like HDCOPY to write it to a floppy disk.
