I found something called "PEPA 1.9". Its description says: a DOS Packet driver for 68K xDSL (such as ADSL, etc.), allowing DOS to access the Internet through xDSL (such as ADSL, etc.)

Under dos, load your network card driver, fill in the ip, gateway, dns, etc. !!

The tcp.cfg inside is the config file, you can open it with edit and have a look
then you'll understand
As for how to configure adsl modem, that depends on what modem you have, the configuration method is different too
