I have a cre.exe here, only a bit over 80K. I don't know whether it can be viewed on the CGA monitor you mentioned. It can auto-read, doesn't need fonts, and can read Big5, but it can only read text files.

Recommended: the reader bundled with CCED6.0, it definitely supports CGA.
