My machine's CMOS doesn't have a setting for keyboard repeat rate, which is really annoying under DOS.....

Thanks~ Could you say a bit more specifically what other MODE setting commands there are (including the value ranges)? I can't find the documentation right now.

Using MODE to adjust it is rather troublesome. Actually the MS-DOS 7.1 boot disk already provides a simple tool: just run TM /F and you can set the keyboard input rate to the fastest.
