What kind of machines should internet cafes be using now? Around 3000 What specs?

Very simple, you can buy second-hand machines with new cases and power supplies. New ones are fine too, just pay a bit more attention to the recommendations. The graphics card absolutely has to be a discrete one no matter what, the sound card can be integrated on the motherboard. The monitor absolutely has to be a 17-inch flat screen. A Pentium 4 Celeron CPU will do. Honestly, a 30GB hard drive is more than enough. The restore card absolutely has to be a hardware restore card, that would be the best. As for the rest, just buy as you see fit.

Anything is fine. Right now there are even ones selling for 2998, c1.7, 60G, 256M, 17'', looks okay, but the stuff might not be especially good. But that doesn't matter, since it's not like you're the one using it anyway.
