A 1000-yuan monitor, 17" flat CRT (ordinary type), and a graphics card around 400 yuan would do... or 500 maybe.
A 400-yuan CPU, a 500-yuan motherboard, and a DDR memory stick for around 220.
A 480-yuan hard drive, a 150-yuan optical drive, a flash drive for around 120 (64M), and you can skip the floppy drive.
For the sound card, the onboard one should be enough. Speakers should be around 120 to 220. Better ones aren't worth it (with onboard sound, speakers under 200 yuan are fine). Keyboard and mouse, 80 yuan I guess (A4Tech's Kuai Da Wang keyboard is pretty good. Guangzhou Logitech's black sable optical mouse is also good. I'm using these two right now.)
A case plus power supply, 300 yuan will do. Actually it could be a bit less, but the power supply should be a better one.
The network card is usually onboard too; if the motherboard doesn't have one, just buy a separate NIC, around 30 yuan.
Altogether about 3800 yuan.
If you can add about another 1800 yuan, you can move up several levels.
Add 800 yuan and switch to a 19" color monitor.
Add 500 yuan and switch to a 9500pro graphics card.
For the CPU, motherboard, and memory stick, add about 100, 200, and 200 yuan respectively.
