That can't be installed directly, use a workaround.
1. Install 95 first. Note that the main directory must not use that name, but should be some other directory instead (or it can also work if 98 uses a different one)
2. Copy all files and directories on drive C except c:\ directory\win386.swp to somewhere else
3. Install 98, and after it's done, copy the main directory of 95 back.
4. Edit MSDOS.SYS and change the main directory name. This step can be done using functionality that can run from Config.sys
Note: this method can only be used for the coexistence of Windows97 (6XM) and 98, and not true Windows95 (5XM)
