China DOS Union

When I was making a 98 installation disk and using .IMG for booting, when the screen shown in the picture appears, pressing “Enter” does a disk check and starts installation, while pressing “Esc” exits to “F:\>WIN98>_”. I want pressing “Esc” to return directly to “A:\>_”. So which files should I modify, and what changes should I make??
