Start ----- Control Panel ----- double-click the "Add/Remove Programs" icon ----- under the "Install/Uninstall" tab ----- select Microsoft Internet Explorer ----- click the "Add/Remove" button ----- whether to restore or repair, decide for yourself. ----- restart.

Then the webpage I'm browsing gets replaced by the local IE file. I remember it used to be possible to open a local IE file in another new window. What should I do to change it back?

You're welcome. After reinstalling the system and tuning it to the best state, make a clone image too; it'll be much more convenient to restore later.
