You can check whether your motherboard and power supply can use the “keyboard power-on” function. If they support it, just set it to power on with a keyboard password. Generally it is in the Integrated Peripherals option in CMOS.

In a setup with only the Win98 operating system installed, I load the DOS network card driver in autoexec.bat to enable networking. Then I run my own authentication program (based on TCP/IP). I can't figure it out either. I installed 2000 before, but didn't use it for long before uninstalling it. But I think your approach is too one-dimensional. Even if it succeeds, installation and debugging would be too troublesome. If it is for controlling startup, hardware control by electronic means would be better. If it is for controlling usage, handle it under 2000 or 98. By comparison, for large computer room management, using hardware such as barcode identity verification is more reliable, and easier to maintain, right?
