An ancient machine, Windows has a problem and can only be started with a boot disk, but after booting into DOS, why does it then go into Windows' blue sky and white clouds?
I tried cd c:\windows, then entered win, but it doesn't work! It blue screens, some kind of VPT error..... |

Which DOS boot disk did you use to boot? Was it the MS-DOS 7.10 boot disk downloaded from here?
