While installing win98, after it copied the files and rebooted again, the Win98 installation startup options appeared after the blue-sky-white-cloud screen. I chose to start in Safe mode. After the blue-sky-white-cloud screen appeared again, the following was displayed on the screen:

Eiter a file in the .\iosbsys subdirectory is corrupt,
or the system is low on memory.
The cursor just keeps blinking and won't move. What does this mean, and what should I do?
