The MS-DOS 7.1 boot disk here supports recognizing and reading NTFS partitions. Can it format that partition as well?
I haven't tried it, please advise.

Seems like it still can't. At present I only know that the Win2K/XP boot CD can format an NTFS partition. NTFSDOS 4.0/5.0 maybe can too, just a guess.

No, it can't, because NTFSPRO 4.x/5.x does not support standard INT13 disk access functions, so the FORMAT command cannot be implemented on those drives.
