It seems low-level formatting doesn't really affect the system parameters, programs, etc. already written on the hard disk! And there's also some kind of internal low-level formatting----what is that for, can it wipe everything clean???

No......
Low-level formatting resets the hard disk's sectors, track count, and interleave ratio, so after low-level formatting your hard disk will be like it was when you had just bought it....

There are things even more basic than low-level formatting,
but they require specialized hardware,
usually only used by hard disk manufacturers or hard disk repair shops.

Low-level formatting isn't a command, it's software.

I heard there's a kind of hardware in Japan that seems to have a low-level formatting function, using the principle of a strong magnetic field, and it can low-level format a hard disk instantly.
I think I saw it in issue 2N of Computer Fan in 2003…………
