Who knows how to make an XP boot disk with one floppy?? It needs to be able to partition under NTFS, and also have formatting capability. Experts, please help. Those two functions are enough.

You probably mean an XP boot CD, right? There is absolutely no way WinXP can fit onto *one floppy disk*.
