setver is used to set the DOS version number. Then, can setting the DOS version number to below 7.1 make pwin32 run?

It doesn't work. It's not the reason of the version number. As long as you use that patch, it's okay. Even if you modify the version number of MS-DOS 5.0 to MS-DOS 9.0, Pwin3.2 can run.
