Deleting that msdos.sys in msdos7.0 shouldn't cause any problems, right. It doesn't seem to have much to do with DOS.

You can't delete it. IO.SYS and MSDOS.SYS are required when DOS boots, even if their size is 0.

But 7.0's is a text file, which really feels a bit awkward.

Ah, that's the configuration for the DOS system, like CONFIG.SYS. ROM-DOS's core file IBMDOS.COM is also a text file, and usually has even less content.

If it's on a floppy disk, there's no harm in trying to delete it.

I tried deleting msdos.sys on a floppy disk (mine was 7.1)
and as a result it booted straight from the floppy into 98 |

That's how it is: if there is no MSDOS.SYS file on the floppy disk, the system will boot directly into the operating system on the hard disk.
