For making CAB packages, of course cab manager is the best, but if you think it's too troublesome you can try WINACE. It's an excellent compression tool that supports compressing and extracting almost all archive formats (including ZIP, RAR, CAB, etc.). On Lü Darong's website (I think it's called Virtual Time and Space) there's a registered Chinese-localized version available for download.
