After installing DOS, when entering Win98's "Restart in MS-DOS mode", which DOS is it?

If it's the installed DOS, then can I use >win and Win98's "Restart in MS-DOS mode"
to switch back and forth between DOS and Win98.

Also, which win32 API is used to implement Win98's "Restart in MS-DOS mode"

Using WinExec("Exit To Dos.pif", SW_SHOWNORMAL); didn't work.....
