When I start a Win98 virtual machine, the actual host is XP & 2000, but because the network cable is not connected, the network service does not start, so the virtual machine cannot access the network.

But if the host operating system is 98, then the virtual machine can.
Please give me a solution. Don't tell me to reinstall the system or just plug in the network cable and it'll be OK.

Under normal circumstances, when the network cable is not connected properly, the network card is completely unusable in Win2000 & XP. But under 98 & Me it works.
Is there any way to start the network service under 2000 & XP without a network cable connected, like in 98?
