A while ago some friends were asking what text editor is good to use. I think each has its own strengths; the key is your own habits.
These past two days, when I was using the WinME CD under WIN98's DOS (7.X) to make an ME boot floppy, the ME CD's format and sys wouldn't run because of the version difference. If I BOOT into ME's DOS (8.X), then ME's format and sys don't support writing floppies at the command line. Old Bill is really too much, so better use EDIT.COM.
First, format /U Aor B(/U is very important, otherwise it will presumptuously write in two recovery images first);
then run edeit.com, choose read-only and open io.sys (ME's) in BIN mode,
then save it as the floppy's (already formatted) IO.SYS and that's it.
MSDOS.SYS can be done the same way, or you can just create a new one directly.
As for COMMAND.COM, just COPY it directly.
That way the ME BOOT floppy is done!

The boot sector for DOS8 and DOS7 is the same. To make a boot disk, usually you can just use the COPY command to copy the three files directly.

But when BOOTing, after the BIOS jumps to the boot sector, it still has to find the address of IO.SYS, right?

Nope... it's not like GRUB's stage2 or DOS6's system file location restrictions.
