What is NE2000? Have you tried it under an MS-DOS 7.10 boot disk or the full version?

There is a problem with the system configuration files, or with DOS itself. Please try upgrading the system to MS-DOS 7.10. The “MS-DOS 7.10 full installation edition” can be downloaded from both the forum and the website.

From what I can see, you want to load NetWare services.
Before executing the LH command, did you load HIMEM.SYS and EMM386.EXE? |
