My machine has only one serial port, and I want to add another one. There is a kind of PCI card on the market now with two serial ports on it, but the manual says you have to install the driver under Windows before it can be used. Can this kind of PCI card be used under DOS?

You need to write a DOS driver yourself. Back then I used an Advantech PCI1620 eight-port serial card. The official website only had win32 and linux drivers, so I had no choice but to write one myself. It used an Oxford chip, so go look for the development documentation on Oxford's website. Writing a simple driver yourself isn't difficult.
