Suppose I download the Super Universal Boot Disk from the Internet, can I use it just by copying it onto a floppy? I heard you also need some tool like PHDWIN, is that right? Is there any boot disk that can be used just by downloading it onto a floppy??

A floppy formatted under XP can boot XP just by copying in the boot files
A disk formatted under 98 can boot 98 by copying in these three files from C:\ in order: io.sys/msdos.sys/command.com.
