I have a dual-boot system with 98 (drive C) / 2000 (drive E). Now both systems have problems and I can't get into either one. I want to format them both and install XP on drive C, but I don't know how to boot into DOS to format the system (I don't have a boot disk, and I don't know how to make one, because I've never used one before, sorry~~). I do have an XP installation CD. How can I format drives C and E??

Without a boot disk, you can't format it.。。

Then what kind of boot disk is simpler and easier to use? I want the kind where I can just download it and copy it to a disk and use it??

Any boot disk will do, it just needs to have a formatting program in it, like format or something.

Boot the computer with the XP installation CD, then "format drive C with the NTFS file system" (since you won't be using Win9x anymore)
Then just install it.。。。After the installation is done, format drive E (NOTICE: back up important data first)
Somehow somewhere I've got to choose.
No matter if it is win or lose.
