FDISK /MBR is a hidden usage of FDISK, but if the system’s C: drive or the primary partition is NTFS, will this command still work? Is this a relatively safe way to rewrite the MBR?
Please advise.

Probably it won’t work. For this, you need an FDISK version that supports NTFS. Actually, the winPE system is the best among today’s command-line-based systems. Download a PE. Whatever the problem is, it’ll solve it.
