For the Simplified Chinese edition, you can just use PDOS95 directly.

What I need is a real Chinese DOS system. That is, the Chinese edition of PC DOS (2000 / 7).

The Chinese edition of OS/2 seems to be like that, with an interface just like DOS, and all in Chinese, but it's another kind of "DOS".

PDOS 6.22 IBM PC DOS P7 These support both languages right in COMMAND.COM. The Chinese is in the kernel.
