In an MS-DOS window, use hdcopy, choose the format option, format the floppy to 1.68M, then write the floppy disk image file to the floppy, and that will do it.
If you don't have the hdcopy program, go look for it on the "New DOS Era" website; you can also check online for how to use it.

Use an Hdcopy that works under WINDOWS. In the read section above, choose read image file, then in browse find Win32.img.
In the write section below, choose write to target disk!
