What does this line mean: SET LANG=CS CT EN ?

The LANG variable is only used in a few cases.
CS means S.Chinese, that is Simplified Chinese.
CT means T.Chinese, that is Traditional Chinese.
EN means English.
Somehow somewhere I've got to choose.
No matter if it is win or lose.
