Back then, compared to DOS, OS/2 was said to be a quite good operating system. Due to its late launch and the unscrupulous monopoly of Microsoft DOS, it didn't gain popular promotion.
It seems that OS/2 didn't have the hard constraints of "640k memory, 8-byte filename".
