MSDOS7.10 cannot shut down.

Executing Shutdown -R can restart.

Executing Shutdown -s prompts: could not shutdown! no ATX maybe.

I only installed a QEMM97, and it's like this. It's running in a virtual machine.

It should have nothing to do with QEMM97. Although it is running in a virtual machine, the virtual machine may also follow the power supply specifications of the physical machine. It is very likely that your physical machine is relatively "new", and when SHUTDOWN was written, it used the power supply specifications of that time and does not support the current ATX power supply.

To supplement, you can use FDAPM in FreeDOS to achieve soft shutdown. FDAPM supports the current power supply specifications.
