If it can, how is the CD-ROM represented? If it can't, is there any software under DOS like grub that can emulate a CD-ROM?

At present, GRUB alone cannot do that. There is a lot of software under DOS that can use a CD-ROM, usually represented by a drive letter, for example drive F:.
