If we understand DOS and DOS-like systems as a combination of different rules,
then how do you understand DOS?

First of all, I didn't understand this sentence.
Can a DOS-like system be understood as a single-user, single-task system? Besides DOS, I only know its predecessor CP/M system, and I don't know others.
"What does 'combination of different rules' mean? Command rules? Memory management rules? File system rules?"
