Japanese characters are already supported in the GB2312 character set standard; it isn't only CJK that supports them, so you can type Japanese in an ordinary Chinese system. It's just that if you don't install a Japanese input method, then you can only use quwei code to enter Japanese.

If I remember right, zones 4-8 of the GB fonts include Japanese hiragana, katakana, and Russian characters, etc. They can be entered with quwei code. For Chinese character support systems like UCDOS/CCDOS97 that allow input methods to be added, you can also make an input method yourself for entering them. GBK is fully compatible with GB, so there shouldn't be any problem.
