Many fellow members have already discussed a lot of the technical issues, so I won't go into them at length here.
A few points that need to be pointed out are: (purely personal opinion, does not represent the Union's intentions)
1, the functions of 98;
Some mini98 versions removed DX, losing multimedia functions.
Some do not support connecting to the Internet。。
Some do not support running many win programs.
And so on。。。。。
I think that, as an operating system, functionality is of crucial importance. Stressing streamlining on the premise of losing functionality is almost equivalent to being meaningless.

2, the portability of mini98;
Most mini98 versions only support drive C. This greatly limits its running on a CD.

3, the issue of Chinese fonts;
Chinese fonts take up a large portion of the space in mini98. Can some other Chinese-language platform be used instead? On this point, the ucwin proposed by fellow member 菜鸟 back in the DOS era was a very good idea, unfortunately it is still not very complete.

4, the issue of memory usage;
98 Second Edition uses about 10m more memory than 98 First Edition

5, the issue of multi-system compatibility;
As everyone knows, operating systems have developed to this day and gone through many changes, and the situation is already one of a hundred flowers blooming. So we need to consider the coexistence of multiple systems on CD, as well as mini98's compatibility with some other excellent programs from the MS series operating systems. For example, running programs such as win32 in mini98...

Some time ago I was still playing around with this CD-based 98 (virtual disk), but 98 has one fatal weak spot: when it finds new hardware it has to reboot. Even if the driver is already there like in XP, it still has to reboot. In that case, any tool disc made this way is just a useless disc. Until this problem is solved, I've given up researching CD-based 98.

I seem to remember seeing a post on the forum before saying that one advantage of Win95 Second Edition (commonly called Win97) is that it fails to recognize a lot of hardware, which just happens to avoid this problem..

Please make it a bit clearer: “it can’t recognize a lot of hardware, which just happens to overcome this problem”? Why? So after getting in, all you can use is 640X480&16, with no sound and no network. Is that the goal?

In fact, a Mini system itself simply cannot carry too many drivers. For example, there are quite a lot of graphics chipsets. How can you guarantee that the drivers integrated into the system include every graphics card?
What difference is there between not recognizing it and recognizing it but still being unable to do anything about it?
On the contrary, if it does recognize it, it will reboot, and it will also spend a lot of time detecting it... That probably isn't the original intention of making a Mini system.

Then we have to first get clear on the definition of MINI. Is it small and refined, or just a little flower vase? Sound can be left out, and the graphics card can be put up with. But with no tools and no network, what is it for? Actually, there are already many things now that can do this. I've worked it out: if you want 98 plus useful stuff, it has to be at least about 100M. I believe everyone knows the 98 core well enough; even if it really gets made, it will still crash all the time and be full of bugs and omissions. At most it proves one thing: you're more "bank" than others!

Exactly, the key is functionality!
In fact, the biggest use of a Mini system is system maintenance. Honestly speaking, I personally think WinPE is more practical than a Mini system, but on some machines with relatively poor hardware specs, a Mini system has its place.
Personally I think the focus should be on compatibility: being able to run most testing and repair software in the Mini system, being able to back up and restore data, and so on.
As for networking, putting other things aside, let's first solve the NIC driver problem.

Would anyone use mini98 as an office system?
Would anyone boot their computer from CD every single day?

So mini98 only has two uses:
1. RPL & PXE diskless boot
2. Avoid using DOS when the system is damaged
Somehow somewhere I've got to choose.
No matter if it is win or lose.

RPL & PXE diskless boot requires the kernel size not to be large, but it needs lots of additional software, and the display quality can't be too poor
System repair requires being able to run most system-repair applications, and also being able to connect to the Internet

So mini98 booted from CD only has the second meaning, therefore we should learn from ERD-Cmder

Problems waiting to be solved:
Generic drivers, including graphics cards (VESA Driver For Win98), NICs (Complitable LAN Driver), etc.
Avoid rebooting; since it is installed in a virtual disk, it's just like a computer with a protection card
... I haven't thought of the rest yet
Somehow somewhere I've got to choose.
No matter if it is win or lose.

As everyone knows, under the Windows platform it is relatively easy to do many things. Therefore in engineering there are cases where EPPROM (electrically erasable programmable memory) is used to make an embedded operating platform for process monitoring. Such systems are highly specialized, have few functions (single-purpose), but require extremely high stability and reliability. Also, the relationship between the researchers/manufacturers and users is commercial in nature, so the technology is kept confidential.

Among current individual PC users, we usually boot and run from the hard disk to get the Windows platform. It is rare to run it through other media, such as floppy disks, flash disks, CDs...... and so on. Floppies can be left aside because of their capacity limits, but if Windows could be run from a flash disk, CD, memory (or something else), that itself would not be easy. You shouldn't demand too much from something right at the beginning, and there is absolutely no need to make final judgments about it. As the saying goes, when everyone adds firewood, the flames rise high. With everyone's efforts and improvements in the hardware environment, the functions mentioned above (or even stronger ones) will certainly be realized! Anything is fragile in the early stage of its development, but who dares say that it will not shine brilliantly in the future!!!

(By the way: there are technical errors in several of the moderator's points. As a moderator, for the prosperity and development of the forum, you should not engage in this kind of "thinking." The "thinking" you wrote feels more like "self-reflection" to me.)

Everyone has said so much, and people all have different views on this disc.
Who are the main people using these discs?
1. Experts. DOS is enough for these people, there is no need to use this. If they do use it, it's only for a bit of visual "enjoyment"!
2. People who are used to WINDOWS and can't do without a mouse, half-expert and half-newbie. This is the main group (for example: I have a buddy who, if you tell him to copy all files from directory XX to directory XX on drive C, under DOS there is simply no way he could do it, but with a Mini system he has a use for it!)
3. Complete newbies! They only use it to back up their computer data, and then bring the machine in for repair... This is also quite a large group.
