If I burn the boot files from a floppy onto a CD, it won't boot. Why do I need special software to make a bootable CD? Can I just burn the CD boot files directly onto the CD?

Try using software made for creating bootable CDs and make one yourself.
The boot contents on a floppy are not just boot files, because when booting it not only needs those few files, but also some non-file contents.
On a bootable CD made from the floppy's boot contents, you can't directly see those contents.

You can use HD-COPY or WinImage to extract the boot information from the boot floppy, save it as an .img or .ima file, and then use burning software to burn it onto the CD.
