Back then I was crazily fond of NDOS and 4DOS. One important reason was that NDOS could be used for programming, instead of only writing simple batch files with very poor interactive features like MS-DOS. This is a little automatic question-generating program I wrote for my son years ago. From it you can see that NDOS's programming features are something batch files simply can never achieve.
An NDOS program is equivalent to a batch file, with the extension .BTM. Of course, you can also change it to BAT, and it can still be executed.
It can only run under an NDOS or 4DOS environment.
Please just change the downloaded file's extension from RAR to BTM.
