Simply put, it is the Windows Preinstallation Environment, a special kind of boot disk that lets you do things like network setup and troubleshooting before the operating system has been installed. It can boot directly from a CD, and it can also have a graphical interface added.
Creating WinPE requires the WinXP installation disc.
