Can ms-dos7.1's format format a 2.88M floppy?

Just run format /? and you'll get the following:
C:\>format /?
Formats a disk for use with MS-DOS.
FORMAT drive: ]
FORMAT drive: ]
FORMAT drive: ]
FORMAT drive:
/V Specifies the volume label.
/Q Performs a quick format.
/F:size Specifies the size of the floppy disk to format (such
as 160, 180, 320, 360, 720, 1.2, 1.44, 2.88).
/B Allocates space on the formatted disk for system files.
/S Copies system files to the formatted disk.
/T:tracks Specifies the number of tracks per disk side.
/N:sectors Specifies the number of sectors per track.
/1 Formats a single side of a floppy disk.
/4 Formats a 5.25-inch 360K floppy disk in a high-density drive.
/8 Formats eight sectors per track.
/C Tests clusters that are currently marked "bad."
Just look at the red part and you'll know

Looks like there's still a bit of a problem: I used WinImage to make a 2.88M .img, then mounted it in vmware4.
c:\>format a:/f:2.88
Insert new diskette for drive A:
and press ENTER when ready...
Checking existing disk format.
Formatting 2.88M
Parameters not supported by drive.
c:\>
Why is that?? The drive doesn't support that parameter? What should I do??

You can't find 2.88 floppies on the market, while WINIMAGE can make 2.88 ones (besides, it's only for CD boot use), so this FORMAT parameter isn't of much use!

I changed the floppy drive parameter in vmware's BIOS to 2.88M.
Then it could format it, and before I had time to be happy, I saw a line:
General failure reading drive A
Abort, Retry, Fail?a
Current drive is no longer valid>c:
c:\>_
So frustrating, why still doesn't it work???
