acopy indeed can copy them, but it can't be used in virtual environments such as VPC. Below is its self-description:

This program can copy all the files and directorys with they longname and
attribution
Do not run this program in WINDOWS, it can destory you directory!!!
usage: acopy source destin
/c create directory structure(longname) for you source directory

This program can completely copy files and directories, including their long filenames and attributes. You don't have to boot into WINDOWS
to fully copy a directory. Suppose your WINDOWS directory is C:\WINDOWS, you only need to run
ACOPY /C C:\WINDOWS to create a directory structure file for your C:\WINDOWS, then burn it to a CD in 8+3 filename
format. Later you can copy the WINDOWS on the CD back to the hard disk and use it at any time. Isn't installing the sys-
tem this way very fast? This method is different from GHOST: when GHOST restores, it will damage the entire partition, while ACOPY will not
damage the original contents in the partition. It is just a copy tool more powerful than XCOPY!

Note: This program can only run under real MS-DOS. It cannot run under WINDOWS or under the MSDOS

Different from VC, an important significance of ALLCOPY V2.3 is that it can be put into a batch file in command-line form, and sometimes this is indeed very necessary.
