There are plenty of such programs, like DOSLFN+VC.

doslfn alone is enough. If you want to copy files, just use COPY (DOS 5 and above), and that's fine.
For copying hard disks, GHOST will do. NOTRON COMMAND solves all problems. (You need to pay attention to the version.)
Some of the older NOTRON tools will damage FAT32. Long filenames too.

To copy files with long filenames, you can use anything, it won't damage the filenames.
But if you use LHA or AIN to compress them, that will damage them. (The safest approach is to use software from after 1996.)
I can't provide a compatibility list here, sorry.

The poster above is talking crap. He thinks that just adding doslfn lets you use copy to duplicate long filenames. Even winme's xcopy32 won't do it; under DOS they will definitely get changed to 8.3. I recommend (Acopy), this 5K program. It can copy Chinese and English long filenames without any parameters, and it can also copy system, hidden, and read-only files together, with file attributes unchanged.

MS-DOS 7.x's COPY command definitely can copy long filenames under DOSLFN. XCOPY cannot.

MS-DOS 7.x's COPY command can copy files with long filenames under DOSLFN, but it cannot copy directories. Acopy can copy both files and directories with long filenames together, and it does not require DOSLFN support.

ACopy is actually a kind of directory tree clone software, not what is generally called copy software. So-called clone means directly duplicating all contents through direct low-level operations on the hard disk, rather than using normal DOS function calls like COPY, XCOPY, and similar commands. But this also greatly reduces ACopy's flexibility and portability.
