Borland C++ 4.5 together with Borland DOS POWER PACK can be used to develop DPMI 16 and DPMI 32 applications under DOS. Under DOS it can use 4 GB of memory, and DOS programs originally written under BC++ 3.1 basically do not need any changes, just recompile them. In particular, Borland DOS POWER PACK can use DLL libraries in WINDOWS 3.X format under DOS, and it also supports the BGI graphics interface, which is especially convenient for developing DOS GUI interfaces, and there will be no problem of insufficient memory.
